For the Emperor did proclaim for himself a new name which none would mock, being called Drakonus Magnorum, and he announced before the whole empire, the building of a new capital city which would be called Maxus Emperium.

Summary: After Drakonian forces successfully seized from Rome the ‘impenetrable’ island fortress of Petragia, the Emperor, Drakonus Maximillius, held a great festival during which he announced plans to renovate the city of Trajenium and build a new capital city called Maxus Emperium (3:28:50).
